Folder-specific settings and themes

Proposal: setting some preferences (theme, icons, etc.) at the folder level. Example use-case: I have one folder hierarchy for, say, long form writing; another for note-taking. I'd like to use different themes for each. Possible implementation: a settings file, invisible in the file list but possibly editable in app, with a few json or yaml keys, such as: theme, theme-overrides (to override a few settings in the default themes), folder icon, todo behaviors (should they be tallied to the general count?).
