Hotkeys (keyboard shortcuts) are not working in iPad split view

When I open NotePlan on my iPad side-by-side with some other app the hotkeys stop working (cmd+L, cmd+B and any other). And when I make the app full screen after split view, it's not enough - I need to reopen the note for hotkeys to start working again.

I also noticed that, do they work in other apps? Might this be an iOS “limitation”?
